This report examines the workforce development ecosystem along Utah's Wasatch Front and identifies the biggest barriers preventing people from finding and keeping meaningful employment. While many workforce programs exist, organizations consistently report that demand exceeds their capacity, with staffing shortages, access barriers, and weak connections between training and employment limiting outcomes.
The findings show that strengthening collaboration, not simply creating more programs, will have the greatest impact. By investing in shared capacity, employer partnerships, wraparound supports, and stronger coordination, Utah can build a more connected workforce ecosystem that better serves both job seekers and employers.
