Thought Piece: Building a Utah Where Opportunity and Belonging Thrive Together
By: Nelson Altamirano, Director of Global Talent and New Americans, The Center for Economic Opportunity and Belonging
Nearly thirty years ago, I came to this country with a simple goal: to gain an education and return home to strengthen the local economy in Latin America. What I found instead was a community that valued ideas, supported growth, and opened doors to contribute in meaningful ways.
Thanks to forward-thinking leaders who believed in the potential of global talent, I found pathways to build a meaningful career in Utah. I began by helping local startups expand into global companies, co-founded my first business in 2007 while continuing that work, later developed higher education programs that prepare young people across the state to thrive, and eventually returned to lead new startup growth before founding my current company in 2024. Each of these experiences reminded me how transformative it can be when people are given the chance to use their skills to serve others.
Today, as Director of Global Talent and New Americans at the Center for Economic Opportunity and Belonging, I see those same opportunities reflected in the work we do every day. CEOB exists to build a Utah where everyone experiences belonging and economic opportunity, where each person has the chance to contribute their full selves to society.
Our work recognizes a simple truth: economic growth and belonging go hand in hand. When people find pathways to meaningful employment, when their skills are recognized, and when their communities welcome their contributions, everyone benefits. Businesses grow, innovation accelerates, and families put down stronger roots.
At CEOB, we focus on several priorities that bring this vision to life:
Expanding Utah’s skilled workforce and economic output. Many talented residents, including newcomers and internationally trained professionals, are ready to meet the needs of our growing industries if given clear and practical pathways to employment.
Helping individuals move from survival to contribution and leadership. When people can work in their areas of strength, they do more than support their families, they build up entire communities.
Strengthening communities through belonging. Belonging is not just about being accepted; it is about being needed. When individuals know their contributions matter, they invest deeply in their neighborhoods, workplaces, and schools.
Upholding Utah’s tradition of opportunity-based growth. Utah has long been known as a place where compassion meets innovation and where hard work meets opportunity. Continuing that legacy means ensuring everyone who calls this state home can see a future here.
CEOB’s initiatives, such as programs for global talent, credential recognition, and workforce alignment, create a stronger economy. These efforts not only expand opportunity but also foster a shared sense of purpose across communities and industries.
My own journey has shown me what is possible when people are valued for their potential and empowered to contribute. But the larger story belongs to Utah itself, a state whose strength comes from welcoming ideas, talent, and people from all backgrounds who want to build a better future together.

As we look ahead, I invite business leaders, educators, and community partners to join us in this work. Together, we can continue building a Utah where opportunity and belonging move forward side by side, and where every person, no matter where they begin, can thrive and help others do the same.
